I found this on YouTube this evening:

Did the clock blooper really happen, or is this a good mock?

It's fake. The clock caption camera was b/w, and the cyan was keyed on. If someone had done that you'd have seen a fuzzy cyan outline of that finger pushing the pointer, definitely not as seen in that clip.

The font is not right either

this looks like a spoof. i can tell from the numbers on the clock and from seeing quite a few spoofs in my time

Excellent spoof there. VLS is a big fan of TV Pres and does stuff like this quite often I think. The clock and symbols from that era were very solid contraptions, housed in a room in the pres area and referred to as the 'Noddy Camera', though not because it nodded up and down and side to side (you could be forgiven for thinking that). NODD stood for some contrived acronym which I can't remember, but doubtless someone else will ... Nexus Orthicon something... Device...?

I'm sure VLS did the same gag, but with the testcard on one of his segments on TV Hell

EDIT: In fact here it is (at 2:28 if this doesn't take you straight there)

A classic blooper from the early 80s, when the noddy camera lost control and pivoted to the left...

paul_hadley and Justin gave kudos

If i remember, there was a clock in the studio of polish news programme called "Wiadomosci" from 2007 to 2011, but it was mechanic (like old tv clocks in the UK, there was a small modification of the studio in 2009 to add tv screens):

There are digital clocks built into the front of the desk at TVE in Spain, iirc

I thought it really was called Noddy because it nods up and down? There are contemporary references to it as Noddy in EngInf. The existence of Big Ears (twin magazine slide scanner, I think) suggests it might well have been the real name.

NODD seems to have been a backronym, either an attempt to make it seem more formal or as a joke on the BBC's love of initials.

Incidentally, 5 News' first non-newsroom set (the white look, around 2000) originally had a huge clock in the background (sadly can't find any images).

Are you referring to this set?

Yes, from that set, although that's the projected clock.

This is the clock in question (I wonder how they managed during the live breakfast show, from which this still is taken):
