I think you're most likely very right that 'broadcasting ltd' companies were formed out of all the original licence holders and that ITV plc owns all those companies and it is them that hold all the current licences - and not ITV plc directly itself.

The company "LWT Broadcasting Ltd" had a weird existence.

It started as the curiously named "Speed 2523 Ltd" before becoming "LWT Broadcasting Ltd" and then around the turn of the millennium it became Granada Media Products Ltd (used for any Granada Media licensing/merchandising rights), and eventually became Kent House (Media Products) Ltd before eventually being dissolved, possibly around the time ITV Plc was formed.

Probably just one of a series of shelf companies registered by whatever accountants acted for LWT originally.

Why did he do the weather from the GMB studio rather than the ITV weather studio

The ITV weather studio is at Millbank, the GMB studio is in the same building. Also I imagine using the plasma style screen was easier than a CSO as he could see the maps etc
