It would seem so - the studio is the same, while the backdrop images are just on massive video screens so they can easily be changed when HardTalk is on.

Pop down to your local Disney store or your local Safeway. Disney stores usually have this massive screen playing a video loop, this is the same system as the BBC are using.
Some safeways stores also do this for their Entertainment Sections.

Immediately behind the circle where the desk is, theres a sort of silvery blank running across the floor. What is the point of this? Don't the plasma screens start another two feet beyond? The metal hand rail, does that run across by the plasmas or above the plank thing, because looking at the mirror on the right it's quite ambiguous.

The 'silvery blank' is a...wait for it... STEP. Nothing more complicated Row. Why does there need to be a 'point' to it? Its set design. Its there to look nice.
The handrail is attached to the back wall not to the step. What is confusing you is the reflection of the side mirror.
And for the love of god they are not plasma screens they are PROJECTION screens. You've read enough surely to have the terminology right by now.
