I've often wondered about that for a lot of old BBC comedies. Why do some get repeated quite a lot (such as Only Fools... and Dad's Army) while others never do. I suppose the reason is because the repeat rights have been sold to someone else, such as UK Gold.

It wouldn't be repeated if BBC carried on giving UKgold the rights to show it.

The BBC does sell programmes to UKTV. Imagine the fuss that would have been made if it gave archive free to UKTV, but then charged other companies for programmes. UKTV buys the rights to show them (for a limited period), and versions them for their channels - the BBC doesn't pay any money at all.
That said, UKTV does get first refusal on programmes - they got offered them and if they don't want them other UK channels can buy them.
