The schedule had been clear since September 1983, but due to the lack of funds there was no proper daytime schedule, and Ceefax pages were often seen filling the gaps, especially in the morning.

Indeed that's not quite how it was and the daytime hours were still likely to be taken up with Wimbledon, the party conferences or any other special events.
When schools programmes decamped to BBC2, a concerted effort was at least made to provide a full afternoon service on BBC1, although it would usually have been filled with an old film or repeats. The plan was to expand on this gradually so that by 1987 a full daytime service would be operational.
However, in 1985 BBC1 could no longer afford to fill its afternoon hours, hence Ceefax became the norm from the lunchtime See-Saw programme until the start of CBBC, sport and other live events notwithstanding. So remained things until the end of October 1986 when funds had been divested from elsewhere to make the full daytime service possible.
Unfortunately, it was all too much in one go for Ceefax fans who'd become used to BBC1 being off for most of the day, now suddenly all that was left was Ceefax AM at 6am. Even that got cut two months later to make way for The Flintstones...
