Here's (most of) the first episode of Pets win Prizes. What I love about this is Danny Baker's pure unadulterated joy at getting it on to prime time BBC. Sadly no shire horses pulling pints of beer though.

That was a bit of gimmickry they tried later on but for the first few years of NTV they always did it like they do in this show, and for my money it was by far the best way of doing it, just a split second reaction. When they started showing off all their technical jiggery pokery and doing increasingly elaborate hits, it lost a lot of its appeal because the actual participant was virtually an extra in it.
I haven't watched this yet but I wonder if Noel explains what the letters NTV stand for during it, which nobody seems to know - because it's not Noel Television, is it, because that's exactly what it isn't.
In later episodes didn't they have the ability to show a different picture on the NTV victim's own TV, so that they could be "looked in on" before they knew it? That doesn't seem to happen in this first episode, where the people in Essex are revealed to us and themselves in one cut (30'10").

My guess is it was a feeble play on "MTV".

Excellent find - whether you liked Noel Edmonds or the format, it just goes to show how ahead of its time it was in 1991. The scale and production would even put some of the bland programmes of today to shame. It really doesn't look like a programme made at the start of the 90s.
