They were demonstrating the TriCaster by NewTek but, the reason i'm beggining this post is that, 5:00 into the video he says he is going to do the news using the TriCaster as the Mixer (Uhhh-Ohhh) so he chooses a wipe which is a sort of shining efffect. the funny thing is he describes the SKY News graphics as Voulgar, because as he comes out of the video, he says "Its tasteless and voulgar"
Correct me if i'm wrong but SKY News uses that sort of effect too while changing to the SKY News Caption before a Break
