What do you know, S4Ci, living there in Welsh Wales? Stranger things have happened like Christa Ackroyd leaving Calendar to join Look North (Leeds) or even Helen McDermott leaving Anglia TV to join Look East (Hull).

I know who Jo Blyth is, and she's a very capable weather presenter, but as people have mentioned, doing fairly long live weather segments would take a bit of getting used to if not a meteorologist. Also, the transition from "North" to "East" in terms of the consciousness of lots of the viewers will take a bit of getting used to, so to keep their audience from worrying too much, they're best off with the reassurance of some familiar faces during the transition period, that will assure people that the majority of the content and format hasn't changed. I'm thinking not a huge amount of the new Look East (Hull) region will be receiving Yorkshire TV, rather Central East/Anglia mainly. At least in the examples you give, the BBC and ITV regions are more-or-less corresponding, so the faces will be quite familiar.
