The story probably was "...with the new PQ BBC Scotland would have all the faciilities to make their own channel" or along those lines, and the DR have warped it. Wouldn't be the first Scots cable TV channel, Sky Scottish had that honour.
However, wasn't there talks a while ago of a Gaelic channel?

This was a story based on an "exclusive" in Scotland on Sunday that the SNP were urging BBC Scotland to set up their own channel along the lines of 2W.
It may, of course, happen one day - especially after 2010. But there are no active plans for this at the moment.

I think we had a preview of this tonight on BBC1 Scotland, and the future ain't bright.
For whatever reason, BBC Scotland insanely decided to drop the England v Brazil friendly (a match many people up here would have been more than interested in, even if some were only watcing hoping England would lose
).
What did we get to replace it? A repeat of Open All Hours, Eastenders, a crap regional programme about lottery funding, and (probably the main reason this happened, to allow for River City replacing it in the schedule) HolbyBlue.
Farcical. The pub we were in was showing BBC1 South West in a bid to get the game.
To some degree a BBC2S (like BBC2W) may be a good idea to encourage BBC Scotland not to be ridiculous and reschedule BBC1 every single night, but I'm not sure I trust them to run it properly.
