I don't think it's at all surprising that they want to introduce the relaunch when people are watching, rather than at 6am or midnight when the audience is microscopic. I don't think it's got anything to do with rotas, studio work or anything.
When ITV relaunched in March 1999, it all started with the new 6.30pm bulletin so all the bulletins earlier that day, including the lunchtime news, still used the old set and graphics. Similarly when the COW globe launched in February 1985 they did it at 7pm so they could do it in primetime. No different to what's happening here. It's almost certainly launching at 9am because that's when they want to launch it. If it means Breakfast has the old look, so what?
I seem to recall one of the more recent updates/tweaks to Breakfast also took place on a Tuesday. Makes sense as staff can perform any final tests after Monday's edition. Presumably saves coming in specially on a Sunday or extra early on Monday morning.
