If ITV are paying ridiculous amounts just for each episode, do you honestly think they will have anything left over to spend on the show itself?
I think you slightly misunderstand how buying tv programmes works. If ITV are paying £100k/episode, then Fremantle makes more money (thus, theoretically more money available for the Neighbours production team). If the BBC were offering £70k/episode, they wouldn't then be giving money on top to "spend on the show". So even if Fremantle just pockets the cash, ITV's £100k/episode offer is still a bigger investment than the BBC's £70k/episode offer.
