it's not really that big a deal, i know there are several shows in the US that still do it (and Passions have a voiceover to explain whose been replaced!)

This was addressed by a TV exec who was responsible for acquiring Neighbours originally for the BBC. He reckoned Brits were put off by the glossiness and entirely studio-based productions coming from America, but could relate a lot more to the "British" way of life and customs displayed in Neighbours and other Aussie soaps which reflected the UK a lot more than the Americans ever could.
Not something they haven't done before - Cheryl Stark is the one I remember them replacing with someone who looked nothing alike. Can't think of any more recent examples though in either Neighbours or Home and Away - generally speaking head swaps are for characters who've left and come back, or when kids begin to speak.
The most recent example I can think of is when Hayley was replaced in Home and Away. Rebecca Cartwright had played the role for 7 years, then Ella Scott-Lynch took over for the last three months - looking COMPLETELY different. Hayley went into hospital with long blonde hair, had a heart attack, and woke up with new red hair and a husky voice.
