As much as I understand your point in terms of population density, Martin: there is a specific reason why some areas are referred to as 'nations' and others as 'regions'. But I'm sure you already really accept that!
In terms of regions, the BBC represents England very well, IMO: far better than ITV plc.
Perhaps the issue comes from the visibility of distinct versions for Scotland/NI/Wales, and yet nothing named as England as a whole, despite showing many more 'English-only programmes' in terms of production hours.
After the national versions of BBC One HD are introduced for Scot/Wal/NI, is there any reason why the network can't be branded as 'BBC One HD England'?
Is nothing branded 'England' in case there is a technical issue & the nation concerned has to take the England feed?
If we are going with population density, then London should also be a Nation, or split into smaller regions.

If it is BBC One Scotland etc, why do they carry the national english news ad not a national scottish news then regional scottish news?

But when was the last time you saw regular Scottish stories on the 'national' news? They covered English exams, and not scottish, they did England back to school but not Scotland...

So why should Scottish people have to listen to English/Welsh or 'national' stories, only a quarter (or less) of which are actual national stories and actually concerns them?
EDIT: Its different if it was actually 'national and international news' and not English/Welsh/Worldwide news with an occasional hint of Scotland and Northern Ireland

Because Scotland's not an independent nation (yet) Mr K. It is still part of BRITAIN, hence is served by the BRITISH Broadcasting Corporation's national news.
I'd say, if anything, Scotland Wales and NI get more national news exposure than their respective population numbers in relation to England due to potential positive discrimination.
The South East still rules though.

The national news has been covering the English and Welsh exams recently because they've been controversial, if the Scottish government cock up theirs they'll be covered
