It was European, though in July 1997 the UK & Ireland, Germany and Italy went their seperate ways and launched their own versions of MTV, with other European nations following suit within a few years, though I'm not certain whether the MTV Europe broadcast still exists...
I think VH1 used to be the same, I remember Cartoon Network used to, or any channel that would promote times with UK and CET.

I remember Cartoon Network with its multiple language tracks, which I used to find amusing playing around with on my aunt's sky box (aincent Amstrad thing with only 16 channels and a seperate VideoCrypt unit. Oddly, the dish is still on the house 10 years after she moved out). I don't know exactally when they split. They were using airing promos with CET & the text in multiple langauges in Early 1999, but stopped afterwards. I guess the split was around them.

MTV Europe does exist, broadcast on 19E, and encrypted in Cryptoworks, it's only available in very few countries now and it's not as good as it once was!
