There is a difference between the name of the franchise and the name of the company which owns the franchise.
ITC lists the franchises as: Carlton Broadcasting, Carlton Broadcasting - Westcountry Region, Carlton Broadcasting - Central Region.
They did not have to keep the names, it is just to distinguish each region. Otherwise, it would technically be the same region in three places.
Carlton Communications owns Carlton Broadcasting, which operates the franchises. Each franchise is then operated by the respective regional company.
