If it restarts by itself then it will probably be based on timecode, in other words if the incoming timecode is 22:15:00:00 when the power is restored the server will attempt to play from 21:15:00:00. There may be nothing at that timecode on the server depending on how long the power failure has lasted. No timecode present may result in the server simply doing nothing at all until there is manual intervention, or it may output black during the period of TC loss. Of course there is also the possibility of it doing something rather random because of the unmanaged power failure.

I would have thought they would have had some sort of UPS backup system that would kick in seamlessly in the event of any interruption or severe mometary voltage drop to the incoming power feed to keep the key equipment online?

They probably would for main equipment, but then of course it doesn't stop a fault between the UPS and the equipment.

In a power cut situation a UPS/Generator can't keep everything powered up for ever, they'd have to power down anything non-essential and go to a bare minimum service to eek it out

Apparently they weren't allowed to take them down, or the big 'TV-am' logos on the side of the building. I assume this was a Camden Council thing, I can't imagine that the building is listed. Instead, the eggs have been painted grey although are now bird sh*t coloured! The logos, that took up the full height of the building at both ends on the Hawley Crescent side, have been covered with large circles.
