I'm not sure the recession is to blame, Halifax continued television advertising without Howard. You're right that Bank Of Scotland dropped him first, they didn't think he fitted their image.
I think the Howard on a swan advert was the last straw that made me close my Bank of Scotland account (which I'd had since I was 2). Just so irritating.
Halifax's general advertising direction was strange anyway. They stuck with Howard for a couple of years, before the weird animated ads. Then they roped in other workers for singing ads, the one I remember vividly was 'Something Good'. That was bad enough. Then the truly diabolical radio ads occurred, then the set that I like to call 'People making a giant X and singing over mundane scenes for no reason' adverts. And finally where we are today, the nostalgic cartoon ad trick that Money Supermarket are currently deploying across our screens. Strange couple of years that.

Of course since 2009 HBos is gone and the two banks have been demerged. (there were never fully merged in the first place, BOS had more control than anything else) Lloyds, Halifax and BOS are three different banks

Your confused Howard singing was done at the same time as the weird animated ads and the other live action but no singing were also doing around the same time. It was all a big campaign.

The Howard campaign grew out of a series of ads featuring different members of staff singing. I think the common theme was that the ads were played out in reverse so you'd have washing falling up onto the line instead of falling off etc, as well as the song being a parody of something that had recently troubled the hit parade, leading to moments such as the words "subject to age and status" crowbarred into the melody of Livin La Vida Loca.
