Flack doesn't do that much on the show anyway, she appears to say a few lines for the voting out episodes and does the final episode/interviews. That's about it. Iain Sterling is the famous 'part' of the show with his voiceovers that everyone enjoys/reacts to, so if anything he should just get the very limited presenting role as well.
Clearly a temporary stepping down rather than quitting, which is right for all concerned. ITV have pretty much already come out and said she may return in the summer.

The way it's worded definetely suggests it's temporary.
If I were the producers I'd try to leave it presenterless. The contestants can read texts out loud from producers anyway.
There are certain format points that are better delivered when a host is there such as when they merge Casa Amor and some of the more complicated evictions, as well of course as the final and Aftersun which definitely need a host. Aftersun is done in London so Iain won't be able to do that.
