Not sure - but it has always been possible - and Cambridge has more than enough facilities to produce a weekend bulletin for the whole region. If they put a pan-regional presenter there - they could even run a tape of the Norwich backdrop to put in the projector. Many viewers probably wouldn't notice the difference!
During the 1997 election (before the BBC launched digital services) - backup plans were formulated for the whole of Look East's election coverage to come from Cambridge if Norwich were evacuated as a result of a bomb threat. (Security at all BBC buildings was massively upped during this period) TV Centre would have had to have done some switching - but in those days it was possible. Now I don't think it would be - as the digital networks work differently, and analogue routing may also have changed.
