I say open the licenses to international operators with a remit for 50-70% percent local based content and let the chips fall where they may. I wonder what Canada's ChannelZero group would have been able to do with their deep local tv experience had they won the Metro8 bids?

Still think OFCOM should have ensured that channels appeared on the same channel on all systems across the country. You can make alot of arguments as to what Sky and others have done, but in theory OFCOM is the governing body. They should have the final say.

The only way that could really work without causing to many knock on effects is to give them channel 100 across all platforms, but that puts them well down the EPG on Freeview for non-HD viewers.

And I'm sure that BSkyB wouldn't have kicked up a fuss about that at all..

Getting international players to bid for London's licence would be difficult enough a task, never mind places like Scarborough...

Yes, they were open to apply and each bid would have been looked at on it's merits and viability.

True, but you actually think OFCOM seriously looked at Canada's ChannelZero bid? I dont think so. Cursory glance at best. But that's my opinion. They probably thought it would kick up too much dust if outsiders were bought in to run a chain of local stations. ("This is a local channel for local people! There's nothing for you here!)

Regarding BSkyB kicking up a fuss over channel 8 on their platform. Who cares. OFCOM in my opinion should have flexed their muscles over that. Again weak as water. These stations are going to have a hard enough trouble getting off the ground. If OFCOM is in charge then act like it.

Also, it wouldn't be channel 8 on Sky and other platforms, it would be 108. So you wouldn't be able to have it as channel 8 on all platforms.
