Too true, once upon a time you could watch Holby City and it would be a good hospital drama, these days it is just a soap about the private lives of doctors.

Apparently that was the BBC's plan say unofficial sources.
After the Eldorado disaster the BBC shyed away at attempting to produce another soap branded soap, instead they took already popular dramas like Holby City and moved them closer to being a soap. That way they didn’t have to go through the bad press they would get if they started an entirely new soap.

Besides, ER is more-or-less a weekly soap - there's nothing wrong with it!
Soap = stigma to some people.
