I think it'd be far cheaper and easier to try launching your idea as an internet based TV channel, rather than relying
any the standard/traditional broadcast methods such as satellite. Take the internet TV route, and you would have
a potential worldwide audience, be less likely to fall foul of certain broadcasting regulations.
There would of course still be certain laws you'd need to adhere to, especially regarding copyright issues.
If you've already got a fairly decent amount of material ready to go, you could use the
TVU Broadcaster
software
from TVU Networks. This would allow you to stream your channel live to anyone using the
TVU Player
program
on Windows, Mac OS X, and iPhone. The only other major caveat to be wary of other than copyrights, is fairly
obvious ... the quality of your internet connection, and whether your ISP enforces certain usage allowances.
