You could contact Open Access (Sky channels 189, 190) somehow. Their website seems to be down at the moment though... http://www.openaccess.tv/ I think they will rent airtime or a whole channel.

Actually, as you have mentioned it. Yes I do think I have a viable channel idea.
Probably the best thing to do is mention the idea here and wait for someone to copy it. The channel will get to air and you won't need to do anything. Perfect.

Well, I'm all for good sportsmanship but ... we're going to be doing something else. No in all seriousness, I hope you don't mind, I'd rather keep it to myself for now, but if I do want to share the idea, this will be the first place it will be at.

No disrespect intended here, but surely if you knew enough about the business to get a station up and running, you'd also know how to get it on Sky?
Very expensive affair, and lots have failed before you, so you either need a genuinely new niche that proves viable, or a LOT of cash.
I'd never be any good at it since I'm an anorak and would get all caught up in the technicalities and making it look like something from the 70s....
Any system is only as good as its originally designed capacity.
If the BBC suddenly bought about fifty of Sky's channels, then even Tumbly Wumbly's stupid little system would fall flat on its face.

In such an eventuality, I would suggest Tumbly add another layer of letters to the first eight or so channels. For example, code "B1" would become "BBC1", "B2" to "BBC2", etc. A difficult concept to grasp, I understand.

Indeed. You would need serious business backing (which I suspect is difficult to get in the current climate) and a lot of experience within your team in TV.... doubt you'll get the first without the latter.
It's not something done on a whim and no disrespect either but if you were seriously going to try and set up a TV station the last place you'd do your research is here!
It's not an easy thing to do; if it was then everyone would have their own channel!
