AIUI the BBC have a record of EVERY Blue Peter badge (officially) issued. The Blue Peter correspondence unit was set up by Biddy Baxter, and keeps a record of every letter sent out, so that viewers shouldn't receive a duplicate stock letter. (Biddy once got the same letter twice from an author - Enid Blyton I think - and was very disappointed. She didn't want BP viewers to suffer the same)

They did mention on BBC News that they were considering introducing an ID card to accompy the badge. Which seems rather pointless as there must be thousands already in circulation and I can't see existing badge owners getting an ID card. Rather defeats the point of introducing them. I happen to own two of the white badges legitimately and have the letters addressed to me from 1997 & 1999 somewhere. It's interesting to note the subtle changes made to the badge over the years mainly to the ship.
