Yes. But the BBC isn't any normal company. Normal companies don't get covered by the press in extreme and minute detail, and routinely questioned in Parliament over their actions...

What would you have done differently?
Being in the public eye is irrelevant. This isn't investigating corruption or sexual abuse within the corporation which would be a long drawn out affair. It's a scuffle between two colleagues, both of whom should have been brought in immediately, interviewed, asked if they wanted it to go any further, and if so the police contacted and Clarkson suspended pending a criminal enquiry.

If anyone is 'flapping' it's the whirlwind of media attention, the hundreds of thousands of people panicing to sign a pointless internet petition and those endlessly speculating on the internet.
I think the BBC's response has been anything but - all they've done publicly is release a short statement on Tuesday and cancel a programme because of the suspension of it's presenter. Maybe if it wasn't having to deal with all the flap from outside the corporation things might move on a bit quicker

In this case, they aren't flapping. "The BBC" has only released a short statement saying he has been suspended and there will be no Top Gear this week. All the flapping is coming from the media covering the story (including BBC News) as opposed to the people dealing with the issue.
I don't think they could be any less flappy unless they just ignored the issue completely.
