BBC Worldwide is incidental to the UK productions of the BBC. It always has been.
Not any more it isn't.
Worldwide increasingly provide "up front" funding for original domestic productions, effectively boosting production budgets for origination in expectation of overseas sales, or transmission on BBC Worldwide or joint venture channels.
This can have a very big impact on the scale and scope of productions - and in some cases makes the difference between a show being commissioned or not.
Put another way, it allows you to make UK shows you otherwise couldn't afford to make.

It's a difficult one. It's not a compliance issue; it's an HR issue.
What is has potentially done is screwed BBC Worldwide over. If I were an overseas broadcaster who had been buying in TG and now had a choice of the new Evans TG or the new Clarkson/Hammond/May show, I'd acquire the latter everytime.
