Yes. They replaced the old seating set with old style chairs, sofa and an old school square tv set, which the claimed was last used on a sit-com, as that's they could afford.
The hangar/studio is used by Top Gear out of series use when they film the high performance cars and need a black/dark background. They've also used it as a demo space in the Midldlesbrough art gallery piece, wayyy back few years ago.

Agreed, it looks like a fake. Considering the BBC own the rights to Top Gear a new programme with a very similar name, and almost identical format would likely run into legal problems.

That, and the pictures of the three guys are at the very least a couple of years old. Hammond and May have shortened their hairstyles since. If they were announcing a new show, they'd at least get some non-BBC owned photos!
