ITV3 - Legal problems

I found this caption being broadcast on the test channel for ITV3+1 just now. I wonder what the "legal reason" was, or are they actually just testing fault messages for now? It keeps cutting into programmes and then back out to the caption again.

Edited for better image - I do think ITV3's idents are the best out of all the ones created by RED BEE.

I should imagine they are just being tested.

That's what I'm thinking now - I scoured the listings and it was Poirot on at 11:30. Well Granada made that so I imagine they have the rights to show it as much as they like .

EDIT.... cos I didn't want to reply to myself. Just thought it was interesting looking at the tests, they now have this on screen which of course mentions twice that the phone lines are closed (in the DOG and the strap). They have adjusted the DOG for 4:3 though now:

Well perhaps as yet they only have the rights to play it once per day or something like that.
