They seem to be used randomly - and have done since the relaunch!
C4 now always use a break bumper at the end of the commercials, but only use one at the beginning if no trailer or generic graphic (as used for the end of parts on US dramas!) is used.
I wonder how long five will keep their break flashes as most other stations seem to have dropped them!
I've never seen them here in the Granada region, however i've noticed them on all "southern" regions (London, Wales, West, Anglia, Westcountry and presumably Meridian)
I'm not an expert on the way ITV works but perhaps the northern regions don't have the double break bumprer for the same reason they didn't have the breakflash?

Doesn't Central come from Leeds now? So if the facility is there in Leeds, then the 'GMG North' regions should be able to get it too.
All the junctions on ITV1 Central had the shorter double breakbumers this morning. Unless they are taking another feed, but Central News was broadcasting alright. But ITV1 Central did have breakflashes from late 2003 I believe.
From looking at the title of this thread I thought that people had seen break bumbers with Central, Westcountry, Granada etc actually on them. I thought it was too good to be true, if only all the ITV plc regions could have the region's name on the idents and breakbumbers like ITV1 Wales does?
Update: The end-of-break bumper has arrived on Granada too.
I saw it at 10.55am this morning and thought it was a mistake, though it looked nicer than the bumper at the start of the break. I thought YTV was down or something and that we had LNN instead, but I was wrong.
Perhaps they've had an update or new systems or something at Leeds, this was the case with Central West in October 2003 as their system was updated which meant that they could use the break flash and broadcast CiTV in widescreen.
