I agree with this.
I sat up and watched more ITV1 programming when the new logo/look was brought into place.
I don't think that it's time to relaunch ITV as the logo and feel for the network works well with the different colours for each part, and the logo (even though basic and plain) works in my mind.
I think that they should give it a tweak, and look at improving the look across all channels. ITV 2 and 3 have made these current looks great branding for the channels, and make them feel perfect for the audience.
I suppose the problem with ITV1 is the fact that it has to try and appeal to all audiences, because of the vast difference in it's programming.
BBC One, Two, Channel 4 and five have managed this, but for me I see ITV1's current branding as very old, the visuals may be nice, but they're just pans of a few different situations with the logo on top, the logo doesn't feel the centre of the idents, which to represent the brand should be.
The music doesn't help at all in my mind either. Even if they remixed it a bit, it would help.

Packaging is important though, otherwise people wouldn't be earning billions from Marketing. When BBC1 launched 'The ONE' campaign, they completely re-focused the view of that channel. ITV1 HAS improved, but the perception is that it's still much the same. The likes of Thank God You're Here and Moving Wallpaper are very different to ITV output over the past decade. But viewers can't be bothered to sample the new shows. Despite the fact that, unusually, ITV is standing firm and not taking the low-raters off air something has to give. I think ITV, programme and identity wise has improved steadily over the recent months but need to do some tweaks. Ones in my mind are moving DOI back to saturday, sunday nights don't seem right for it. They also need to increase the new shows as mentioned before like moving wallpaper and thank God You're here. I'm not sure if an overhaul of just the identity will really do anything on its own though.

Giving it a new look will only help if they've got the programming to support it - which at the moment looks unlikely.
Programming wise they'll be new stuff on in the autumn just as there is every year, mainly because nothing sticks at ITV so they aren't really relying on many returning series apart from things like I'm a Celeb etc. - and that's a problem they've got to address.
Beyond the Autumn and although Dancing on Ice doesn't seem right on Sunday nights and has left a big hole in the Saturday schedule, I think it's been moved with the FA Cup in mind, which from next year will one weekend in every three probably take the first couple of hours of ITV1's Saturday night schedule.
