I said months ago that this was probably the best option for ITV plc.
Ofcom are becoming less and less effective as a PSB moderator because of DSO. There is no reason for ITV plc to continue to suffer under Ofcom's PSB rules and regulations when they can simply hand back the licences and continue (effectively) as they do now, but only on digital TV for the 90%+ that can receive it. They would probably have to bid (in a snap auction) for the Digital 3 mux channels, but probably win.
They would have Ofcom begging them to continue analogue broadcasts for another few years. Grade would be silly not to even threaten this at the moment.
I appreciate it's more complicated than this, but you can't blame them if they thought seriously about it.

How do you work that one out, SatGold? Carlton, as a company, only exists as a subsidiary of ITV plc. They cannot presume to own a licence they had given up.
Ofcom wouldn't even advertise a franchise for the sake of 1-4 years, and nobody would apply with a serious bid (except ITV themselves, for possibly £1).
As an aside, Carlton WestCountry was rather good (well, the idents anyway, the rest was just network really).

As an aside, Carlton WestCountry was rather good (well, the idents anyway, the rest was just network really).
If the numbers do really stack-up (and yes they probably do, but an associated mitigating risk factor may be unpalatable) then ITV may jump - but there are only two practical outcomes ,neither of which lead to there being a facsimile of the legacy ITV.
(1) ITV just gets a stronger hand in the subsequent negotiation.
(2) The licences relating to stub-analogue and half the DIgital3/4 Mux get re-let to, presumably some existing player. Five/RTL could benefit or STV/UTV may find the need to expand and bring in new partners.
Either way what we now think of the Channel3 PSO would be either (in)conviniently forgotten, or have its workers' beer well watered down into a very pale and impotent Labour shandy!

Well the BBC won the rights to the football league highlights but not until the 2009 season as ITV move towards more live football with their FA Cup / England / Champions League deal.
Remains to be seen what ITV do with the rights in their final year, but with all the cut backs maybe they plan on having just a networked show or none at all, just show the goals in the news.

I wonder if Soccer Sunday will continue on ITV Wales? They are the only region which have kept the local football highlights on a Sunday.
