On the ofcom website all the regional ITV plc channel 3 licences have 'Expired in 2004' next to the last entry. So what are their obligations now regarding regional programming etc? Also when are they due for renewal? Can other companies still bid for a channel 3 license?

No it doesn't, the latest entry of each says:

xxxxxxxxxxx is an ITV Regional Licensee. This licence (granted in 2004) replaces the original licence (granted in 1991 and ceased in 2004).

The license on the Ofcom site is the new 'Digital Replacement License' give to each company last year. Seems LWT don't have one (or they've just forgotten to put it on the site)..... no idea why

When do the licenses actually expire? Or do they?

Sorry, I miss-read it.

Central is now called Central Independent Television again on the latest PDF and Westcountry is Westcountry Television again instead of Carlton.

Nope, they've always been like that and they have to be, even though now ITV in England and Wales is under the ITV1 brand, ITV (Insert Name here) and Granada (Insert Name) Productions etc, the licence is still credited to the original company who won it in 1991.

Even London is still credited as a split franchise awarded to Carlton Television and London Weekend Television.

Face the facts, 1991 will never happen again, TV has changed, TV has expanded into hundreds of channels, ITV's viewing figures have dropped and doesn't prove as profitable as it used to and really the government has been wanting for years for one company to run ITV and to have fewer commitments to Public Service Broadcasting etc.
