The ITV name has been, almost, hijacked by what is now called ITV plc. (ITV plc is not the ITV (or as you called it, C 3) network.

Anyway... I'm sure I'll get the details wrong... but here goes:

When the DTT channels were first set up (I think I'm right in saying) each ITV region was allocated its own two channels. One for its existing ITV output, and another channel to do with as it pleased. Carlton and Granada set up ITV2 as a joint venture, UTV set up TV You and Scottish/Grampian set up S2.

After a couple of years (not sure exactly) UTV reached agreement with Carlton & Granada, selling (or leasing) them the TV You frequency. (Don't know about S2, does it still exist?)


So, to answer your question... I guess ITV2 is an ITV network project in some sense, as it is transmitted on frequencies that were given to the ITV regional companies. However, it is operated by what is now ITV plc. I think that I'm correct in saying that ITV3 and ITV4 are transmitted on frequencies that have been purchased (or leased) by ITV plc. ITV 3 and ITV 4 are operated by ITV plc and are not part of the ITV network.

The 'channel' which calls itself 'ITV1' is the ITV Network, licenced by OFCOM as 'ITV (Channel 3)'. As much as it is disguised these days, this is the regional commercial TV network which has existed since 1955, and the only one which operates under franchises from OFCOM.

All other channels which use the ITV Brand are not part of the network licenced by OFCOM, they are merely independent channels which happen to use the ITV brand and be owned by ITV plc. The idea of 'ITV1' being part of a 'family' of channels including ITV2 etc only exists in branding, not in reality.

On DTT, each ITV *franchise* (not ITV plc) has half a multiplex of gifted capacity. In 1998, Carlton and Granada used their muscle to use the ITV brand name for non-ITV activities and established a channel called 'ITV2' which all of their franchises carried. The then UNM stations also carried the channel. This equated to ITV2 launching only in England and Wales.

SMG launched a channel called S2 which their franchises would use, whilst UTV launched TV-You. Since at first there was only DTT and NTL cable carriage of these channels, and no subscription revenue coming in, SMG and UTV found it hard to make their own ventures work. S2 quickly became a rebranded version of ITV2, before disappearing alltogether and ITV2 launched in Scotland. TV-You became UTV2, and again, eventually foundered leaving ITV2 broadcasting to the whole of the UK. Getting their fingers burnt put paid to SMG and UTV attempting to launch their own channels again, which is why they simply allowed ITV plc's ITV3 and now ITV4, to broadcast on their patch without coming up with any new offerings of their own.

Non-ITV plc stations however cannot be required to carry ITV plc's channels (which is why ITV Sport Channel was not available in Nothern Ireland originally), and ITV plc need to compensate them for their use of the ITV brand name outside of ITV. Presumably there is also a financial arrangement in place regarding the carriage of ITV plc's channels in DTT capacity which they do not control.

Kindof, each ITV franchisee has half a multiplex on DTT. They can launch their own channels on the space, or they can sub-let it out to other channels. They all 'choose' to sublet it to ITV plc (or some other holding company which operates the other channels - there is actually an 'ITV2 Ltd', 'ITV3 Ltd' etc registered but whether they are related to the channels or whether they've just been registered for the sake of it I don't know) who then broadcast ITV2, ITV3 and ITV4 in that space.

Westcountry Television Ltd 'allowing' ITV plc to broadcast ITV2 in their space is actually exactly the same setup as Channel 5 Broadcasting allowing Top Up TV to broadcast in their space, it's only branding which directly makes the link closer.

One more thing.

Who generates the I.T.V.1. brand? Does ITV networks generate it?
Who has generated the new ITV corporate identity?
Did ITV networks generate 'itv1', just only itv plc (then two companies) chose to accept it? Or did Granada and Carlton generate it together? Same with the new corporate identy?

Completly agree! Hopefully it won't be long until his full stop button breaks!

I remember when my space bar broke, and for about a week or so I had to generate my spaces by copying and pasting them!
