There's a lot of truth to that, from things I've heard over the years. And Granada made it no secret that if they lost, they'd take their programmes to the highest bidder. In fact at one stage, Granada and LWT were considering not bidding as a protest against the unfair system. That's what got the 'Quality Threshold' condition introduced (which is how both won their franchises, funnily enough)

One report I had heard is that Granada only kept its franchise because the ITC thought that losing both Granada and Thames at the same time would fatally hurt ITV. Not sure to what extent that was true.
