The only thing that differentiates NAT from the rest of the bulletins is the titles and theme music, the astons and studio are pretty much untouched. But I agree, I would love to see a dedicated look for News at Ten, like in the 1990s.

They had a great look when they brought it back in 2008. That wonderful skyline view of night time London was spectacular. Great use of the VR set, with that curved backdrop. They then ditched it in November 2009, not even two years old for the horrible VR created set and generic titles.

It's being produced by John Brown Media, the company behind Waitrose Food magazine (and John Lewis Edition). It will be advertising funded (which JBM will sell) and all ITV will do is provide exclusive content, so it's not a costly enterprise for ITV.
