Who cares which region is best?
I'm sorry but it's impossible to compare regions to regions because of their respective sizes. The London region will have a lot more news stories to cover than say Channel or Border, and therefore you cannot judge which is "better". Westcountry will carry more agricultural and coastal stories than Central, so subject matters are vastly disproportionate too. ITV regions are now so sterile and corporate that each's semblances of individuality are all but dead. Paradise for the wankers in the boardroom, hell for the pres and regional identity fans out here.

Scottish TV has the best local(ish) programming, but a) it isn't an ITV PLC region, as pointed out, and b) all its regional programmes are shared with Grampian. Therefore there are actually no properly regional programmes in Scotland. It's the equivalent of Tyne Tees and Yorkshire having to share all their regional programmes.
Of the ITV PLC channels, presumably ITV Wales has to win by default, having the most hours of programming.

And i was going from Leominster to Truro a few weeks ago and I saw an ITV50 Wales ident on a portable TV!

I can only speak for my region. Channel always plays Meridian output in the regional slots, even today. The rare occasions they do make a regional program, it's always dire. The only notable exception was a debate they screened about the proposal of the new building development on the Jersey Waterfront, which was really well done. But that's the only time in a long time Channel have made a regional program worth talking about. They should really concentrate on producing more youth orientated programming too. And no Puffins Pla(i)ce is not what i'm talking about.
