Recording bulletins and playing them in properly on a skeleton staff in the middle of the night in all kinds of regions might have been a bit tricky, but then again ITN doing the same bulletins over and over again seems a bit much.!
Not really given how brief they were, plus no doubt they'd run through them before airing anyway. Given the ITN News Channel launched as basically repeating the same 15 minute bulletin over and over again I don't think rehashing a couple of overnight bulletins would be a great hardship.
I assume the overnight bulletins finally went when the Morning News was finally axed?
I find it quite interesting that the overnight bulletins and the Morning news still used the 1995-era set, titles and graphics for a good year after the 1999 revamp, I think they only moved them to the regular because they were using that studio for the news channel.
I'm also fairly certain that there is a clip somewhere online of Denis Tuohy in the 2000- set where the bulletin rewinds on air. It was replaced by a breakdown slide and then rejoined the bulletin part-way through.
Typically I can't find the video now to corroborate my statement - but I'm sure I haven't dreamed it!!
I've managed to locate the video file - it's on MHP Private Parts, file number 1571. Take a look at that - a spectacular cock-up showing that the news was clearly on videotape!!
After digging out my old Freeserve email log-in, I've had a look at that.
Note the VT Clock that it rolls back to says "ITN News Summary Bulletin Two" also the colourbars at the start say 'ITN London - Next News TX at 01:xx:xx, which may suggest that they were live at a certain time, and regions not following the 'network' schedule (however widespread the 'network' was) were meant to record them at that time.

That would make since for Meridian feed to recorded them. So Did London/ Granada feed get live the ones while everyone else having to record them? Mind you there were some network night time shows, like James wales, Im sure there had news on just after his show.
I've read somewhere (I think it was an interview with a newsreader) that ITN sometimes transmitted more than one overnight bulletin live for regions following a different schedule. Not sure if this was an exception rather than a rule. Perhaps this was the original way of doing things, which later changed (or vice versa).
The Anglia clip doesn't necessarily prove the region (Meridian or whoever were feeding Anglia at the time) were playing out a recording. It could have been ITN playing it out, or recording it live for their own archive and stuffing up! The problems at the start of the bulletin indicate it was part of a bigger problem that night.
