nothing has changed infrastructure wise I guess, its just that the core feed is now full of continuity and trailers, rather then a testcard, clock and programmes.

Stv is starting to Ticker with the lines all over the place.
I have spoken with ITV duty office and there say STV can show what ever there wont!
Technically, *any* ITV region can show whatever they want, at any time they want.
The fact that they don't is purely political. A station owned by a larger group isn't generally going to change the schedule.
If there is a good enough reason, Border TV would still be able to opt out of Coronation Street to show something of local interest. But whereas previously the company could do so pretty much on a whim (as Tyne Tees did in 1993 when Newcastle United were promoted to the Premier League -- or something like that), there would need to be a *really* good reason for it now. Doesn't mean it will never happen though.

It's not exactly because of political reasons, it's more organisational. Tyne Tees or Border are very unlikely to decide that they want to put something else out because there is no Tyne Tees or Border! There isn't a team of people sitting in Newcastle coming up with schedules or commisioning programmes
