The blue caption is generated at the transmitter when the feed disappears, which would make sense if the power cut on the South Bank (assuming they are still played out from there and not Chiswick).
It may not be power problems, it's just a quick explanation as to how the all the channels cut and then taking such a long time to get any form of slide up, especially as ITV2 still seems to be having problems in the form of an incorrectly placed DOG.
I see what you mean, yes.
It's not necessarily power that will take everything down like that, something as mundane as losing air conditioning in a certain area can cause all sorts of things to fall over. This is what happened when BBC Radio failed over most of the country last summer
If there was a misplaced ITV2 dog but the pictures were ok, then the logo gen had probably lost it's sync - probably the least of their worries at the time
