Talking of the ITV Network - what happened over the Franchises?
I assume that when awarded in 1992/93 they were for a fixed period (10 yrs), not indefinately - but since ITV merged they've been handed them on a plate.
I've said it before, but I think ITV should have the rights to run the network with a number of fixed regional slots in the schedule. Rival companies should then be able to bid to be the local broadcaster in each region.

I believe the 1991 franchise round included a feature that means that all licences could be renewed by the current company again and again without another franchise round, which all 15 companies have obviously done. Therefore you can't blame ITV PLC for that!

Thanks for the answer Steve, it seemed the setup in the past was probably more complex then it is today, I think however the setup was very good, it allowed for diversity in the programming, something which can't be said of today's ITV

So all the franchise holders keep their franchises forever
I guess it dosen't matter now that Granada own all the franchises in England and Wales.

Technically the franchises (and any renewals) are still held by the original company (eg Yorkshire Television Ltd, Granada Television Ltd) it's just most of these are now in turn owned by ITV plc.
A franchise round would be pointless in view of analogue switchoff starting in 3 years. All the better that they have abandoned the ridiculous bidding system introduced in 1991 that saw us loose companies such as Thames, TVS, TVam etc. It's a pity they just didn't just go for "renewals" then aswell.
