The ITV Broadcasting Book (from my local library) says that there are two London franchises because there is such a huge population in that area that there is enough advertising to substantiate having two companies - it also allows for a more varied selection of programmes.
According to Broadcast, that rule is going to be totally dropped, just increasing the chance of One ITV.

Does that mean Granada could bid for both London franchises, and if they win them both, launch a totally new station to replace LWT and Carlton? London Weekend is hardly an appropiate name for a 7 days a week channel, is it!

That's because LWT isn't on at seven days a week & apparently when it originally cma e on air it was only Saturday & Sunday and not Friday afternoon to Monday morning

I was asking if Granada would rename LWT if they also won the London Weekday franchise - I'm talking about 7 years from now, when the franchises come up for renewal!
