Probably the same person who counted the number of floors in the Tower block, which is 24 not 23 as stated in the video. Sigh.

It's probably they looked at the top button in the lift - 23 - and used that as their "number of floors", forgetting floor 0.

The main lifts only go up to floor 22, and that is the top most button in the lifts. Access to the 23rd and 24th floors is by the internal stairwell.

Personally I'm surprised there's so few bacon rolls. I'm going to ask my source to check that.
