As for why the music wasn't used, and well IMO it sounds like a series of jingles and beds for use on radio rather than the kind of thing you'd use on idents! The one with lyrics in is particularly bad and certainly hasn't aged well, and the rest doesn't sound that great either, with the saxophone certainly not helping!

Possibly not a surprise, as Vibe Music Imaging (which became Music4) are best known for their radio jingles, notably the 1998 BBC Radio 1 jingles and Chris Moyles' jingles over the years.

I doubt the music was meant for idents, probably channel promos and trailers. A bit like the 'Get Ready for ITV' signature tune from the 1989 rebrand.
The hearts idents are particularly interesting, just because of how much of the planning of the package is in the public domain. The 1998 originals were actually quite classy, and I guess that these came after those before the final version that went to air (as this document has a February 1999 date, and the music is from summer 1999). I guess as a result of them being created by committee, the end result was watered down so much and they lost a lot of their spark by the time the version for on-air use was created.
I remember reading that page around 2001 when I was 12 - and living in Carlton land we didn't get these - and took some of those slightly jokey descriptions seriously. I thought Curly Watts genuinely was in one of the idents and 'All The Fun Of The Fair' sounded absolutely incredible.
