I'm not sure that they plan to have regional adverts on Freeview. The licence is for a simulcast of Granada ITV1 from 18:00 to 23:00, with regional news replaced by other programmes. There is due to be a single stream in England an Wales per the application.
There are currently no announced plans for ITV HD becoming a full time channel on Freesat. They've still got to get over the problem of not showing regional adverts.

If you have to go to the EPG, Options then other channels menu though, it's not really easier than just pressing red is it?
And when you do watch it on a Sky HD box you can't pause it or record it either (not even manually)

At least with Sky HD you can just tune it in without waiting for erratic 'red button' prompts.

I'd be gobsmacked if they planned regional adverts - the cost in doing so (HD encoders and upconverters for every region?!) couldn't be justified at the moment. The ratings are going to be tiny to begin with - so I suspect advertisers aren't that fussed.
I wonder if BBC HD, ITV HD and Channel Four HD will be statmuxed - or whether they will be CBR to ensure they all get the same bandwith all the time?

Even X-Factor is SD. I'm sure it would look and sound terrific in HD. On that matter, is Fountain now HD capable?
