This presumably means ITV have reached an agreement with Sky over regionalisation charges? AIUI the current encryption scheme was a month-by-month renewal of the old contract until both sides could agree terms on a new agreement?
Maybe the agreement on EPG entry for ITV4 has also allowed a conclusion to the ongoing ITV1 FTV encryption vs FTA regionalisation dispute.
AIUI ITV2 went FTV from pay TV a while back, and ITV3 has been FTA since launch, as has ITV NC. ITV1 remained FTV - though ITV announced they were joining the Beeb in an FTA operation.
(*) FTV = Free To View - i.e. encrypted requiring a Sky receiver and card, but no subscription
FTA = Free To Air i.e. un-encrypted and not requiring a Sky receiver OR a Sky card. (This allows PC DVB-S cards to receive and record)
C4 and Five have ongoing contracts with Sky for encryption of their main services (and uplink AIUI in the case of Five) so they won't be joining a FTA Freesat service anytime soon (They remain part of the Sky Freesat FTV operation)
