Looking back although the regional logos were great, many of the idents were not much to shout about - Granada being one of the worst offenders. Luckily though I grew up with Central, which in the days long before having a unified corporate identity had an ident and look which complemented Channel 4 nicely.
It is much missed today and I'm sure with stronger regulators and if the ITV companies hadn't been so eager to buy each other out there regional TV could be thriving - though on a smaller scale - in the 21st century. Unfortunately though governments and regulators were easily swayed by the completely unfounded myth that once we all went digital nobody would care about regional TV any more.
But really, most of the decent programming from the regions was networked, and was therefore essentially the same situation as we have now, with the same programme being shown across the country. The rest of what was produced really only went as far as its own region for a reason, and would viewers really want that sort of thing any more?
The guy they've hired to do all of this did great work at Channel 4, introducing the classic "floating 4" idents, giving E4 an even stronger brand identity and also relaunching Film4. I like that he's brought it all in house as well.
From what I've garnered, this looks like a sizeable operation. Am looking forward to seeing what direction this goes in, whether it's a full scale overhaul with all new logos, stretching to online, or just an overhaul of idents/pres with the current logos kept.
Bear in mind, if the corporate logo is changed, then they also need new logos for ITV1, ITV2, ITV3, ITV4, CITV, ITV News, ITV Sport, ITV Studios, and ITV Player. That's a major project. It would probably already have been in development for months.

Are you certain you recall correctly? A quick search through the archives shows that E&P weren't appointed for the rebrand until mid-1998, and that they started using the logo later the same year.

I am almost sure it was around April '98 that they picked up the bid and started to design them.

They definitely started to use the logo in September 1998, and April would be about right for the contract signing given that the promos in many regions switched to ITV-branded (with the old logo) at the start of March 1998.

"Hired after a three way pitch" could mean that prototypes for the logo had been designed as part of that pitch by E&P so who knows, it could have been as early as 1997 that work started on that package.
