I wonder what will happen with the Regional News on +1? Will it just be a timeshifted London Tonight for everyone I presume?

If this report is true...
ITV has some free space on satellite... the space which carries the subregions which, editorially, ceased to exist in February... eg Tyne Tees South, Thames Valley.
They could sell all ITV1 advertising based on the six macro-regions... which has implications, for instance, for the small team in Carlisle which still sells ads for the former Border region.
I suspect the regional programme for the largest part of each macro region will go out on the +1 service rather than simply London. Let's see.
Incidentally, while clearly no attempt is being made to sell advertising in the STV, UTV or Channel areas, I wonder if ITV1+1 will be completely blacked there or still pop up in EPGs. Even if it isn't on Sky, I could still imagine it on Virgin. Again one to watch.

Of course, any more editorial changes to the regions would require Ofcom's consent... but advertising macro regions are a different matter.

It certainly hasn't been announced by ITVplc... but the document linked to by Digitalspy looks credible. A case of an interested party jumping the gun?
Anyway we'll know soon enough if it's really going to happen on Oct 1. Certainly ITVplc has made no secret of the fact it would like to have an ITV1+1 channel - the problem was always to do with things like CRR regulations.

According to MediaGuardian, ITV1+1 will only launch if the Competition Commission agrees to relax the rules of the Contract Rights Renewal system.
It also states that the channel is planned for Freeview, Freesat and Virgin Media. I guess Sky viewers will only be able to watch it via Add Channels. Typical!
