It's for failing to meet their "out of London" production quota - and strangely STV, UTV and Channel have been fined for it too.

Laughing Yeah, they're awful. People hated the 1989 generics and the hearts, but at least they had some regionality, even if it was just a small logo in a square with the name below (in the case of the hearts idents).

That fountains ident is stupid. Is it meant to represent people ****ing up the walls on alleyways like that?

That makes very little sense (the STV and UTV part). However the ITV plc franchises and CTV doesn't surprise me at all, though.

As it relates to network programmes then I can understand why everyone is fined, as they all show the same network programmes

ITV seems to have more 'out of London' productions that anyone else but obviously not enough.

There arent that many programmes made out of London tho when you think about it. The main ones are obviously the 2 soaps, Heartbeat/The Royal/Wild at Heart,Tonight (is that Granada?) You've Been Framed (again thats Granada) - cant think of many others.

Dancing on Ice is done outside of London as well.

Does it just mean filmed outside London or produced outside London as well?

As Elstree is within the M25 I'd imagine that counts as a London production.

Well it seems they've been caught out on a technicality - they've hit 50% in terms of the amount of programming shown, but failed to spend 50% of the budget outside London - which to be fair to ITV isn't too surprising considering you'd expect production to be cheaper outside of London. And unlike the BBC they're not moving programmes about all the time to fix their regional quotas.

It's not a technicality - the spend and minutes quotas are there for a very good reason - to stop ITV just making cheap filler outside London and spending all their dosh on high-end shows made in London. It also stops regional producers being expected to run on ridiculously low budgets.

The BBC have similar quotas to hit - and usually manage to... It would be interesting to know if ITV messed up - or took a gamble on the fine being less than the amount saved by running under quota...

this fine is short change to the likes of ITV, and they know it, therefore breaking their quota knowing that meeting the quota would have have cost a lot more!

What is the BBC's quota. Is it exactly the same?

It's a quota for the whole network and CTV, UTV and STV show the same networked programmes. Although they aren't really to blame for it as the other 3 don't get much of a look in in terms of network scheduling and commissioning
