Yes I think you are correct, Channel 5’s supercasino is shown but NI residents can not enter, Teleshopping is on UTV and Jackpot is never shown over here.

Not the first time that's happened - when Big Centre TV launched they made a big deal about having bought a shedload of episodes of the original run of Crossroads from ITV (then didn't bother airing most of them but that's beside the point). The Big Centre TV launch night episode (which IIRC dated from 1981) had the ITV Studios frontcap replacing the ATV Zoom 2 ident. But for whatever reason this wasn't consistent, sometimes ITV Studios was after ATV's endcap and sometimes it replaced Zoom 2.
The roulette programme says in its T&Cs the service is not available in Northern Ireland. In fact most roulette programming past and present said their service wasn't available in Northern Ireland. I'm not really sure why this is the case, AFAIK its the same phone system, country code and what not as the mainland.
Considering how prehistoric some of the politics in NI is, I could half expect it to be banned for "moral reasons"! Seems like the sort of thing Theresa's chums in the DUP would love to get rid of anyway!
They just run nightscreen throughout the jackpot 24/7 time and then stop it at 3 before joining the network feed of nightscreen after that . This can also apply to border Scotland if timings of local shows knock the schedule out too much
Competitions run on product packaging like sweets/crisps are also free to enter in NI without requirement to purchase, and yes, due to the law and the dinosaurs who govern here things that are acceptable in the rest of the UK are banned here, such as TV gambling, alcohol purchasing on certain days/times.
