BBC Staff members are not and haven't for years been entitled to a free copy of the RT. You can get a copy if you're a member of the BBC Club and can get to club premises to collect one (they won't post them to members who aren't based at sites without club premises).
Some staff in the old presentation department (announcers, directors etc) used to get free copies as it was a requirement to check your programmes against the billings. However I don't think this has been the case for some years. Of course the old Presentation department is now part of Red Bee Media.
There are some special subscription deals available to BBC staff however.
